It's an okay attempt... but there are many many many things I find wrong with this. Let's take a look:

Help:
I didn't like how the game just started without any warning or at least a page with instructions. You should definitely fix that. If not, you'll only confuse your players and they'll never want to touch something like this. Keep it simple, and assume someone who's going to play IS simple.

Sprites:
Not a huge fan of sprite games. Not only that, but they aren't even your sprites. Because this is your first flash, I won't chew this game out too much for it, but next time please put more effort into your gameplay elements.

For your first attempt, you at least learned to crawl. You started, and there's ALOT of room for improvement.

Interesting as this may be, I think you could have done a whole lot more with this. All I saw was text, really. Not my idea of a good flash.

Text:
The only thing I can review here. Light Grey against black? Meh. I think you could have picked a better combination. Also, if you're not going to have an actual animation for this flash, try and at least make your text interesting to read. Yes, the facts they displayed were interesting and amusing, but the text itself was very dull. Maybe use a unique font that'll make them nice and pretty and fun to read?

That's all I really have to say. Despite the notes above, I did enjoy this. It's always fun to hear about wacky laws around the country.

First flash? Everyone has to start somewhere, and you're faring better than others.
I'd be glad to tell you how you can improve. Let's take a look:

Artwork:
It needs work. You have a great foundation, now let's build on it. Try smoothing out the lines some, especially in clothing. You should go for a few shadows and such other effects of detail as well. It can only help.

No sound:
This is a big boo boo with this flash. You should at least have something for the viewer to listen to or else it'll turn most of them off right quick. For something like this, I think you should try your hand at voice acting and see what you come up with.

Animation:
Fairly basic, but I can see you have an idea of what you're doing. Try making the movements a bit more spontaneous. Make the characters live! A moving mouth and arms every now and then still won't do it for most people. To put it simply, the more real it is, the better.

It's a loop:
It's okay for some videos, but for one like this I would strongly advise against it.

Humor:
Gay jokes... meh. You could go fifty fifty with those in terms of a score. You should just make sure your material is fresh if you're going to go in that direction.

So, with work, I bet you could submit something fantastic in the future! Thanks for submitting and best of luck to you.
